Building a Legislative and Lobbying Program

This presentation is the beginner course to guide the stewards and union officials in grass roots lobbying and building an effective legislation program that is in compliance with the federal laws and statues. Stewards will study the Hatch Act as it relates to grassroots lobbying in the federal sector, and dos and don'ts of political activity in the federal workplace. The course will teach stewards the value of using legislation to improve conditions of employment in the federal sector. 

  • Participants will be able to recall the key provisions of the Hatch Act and basic principles of grassroots lobbying.
  • Participants will be able to explain the importance of the Hatch Act and how it affects grassroots lobbying and political activity in the federal workplace.
  • Participants will be able to apply the principles of grassroots lobbying and legislative program development to hypothetical scenarios.
  • Participants will be able to analyze different legislative and lobbying strategies to identify effective approaches for improving conditions of employment.
