Record Keeping Requirements for Unions and LMRDA
This course will equip union leaders to conduct investigations, write grievances, and clearly define the Labor/Management relationship in the Federal and D.C. government. Participants will examine the purpose of the Federal Labor Relations Authority (Federal) or Public Employee Relations Board (D.C. government), learn how to determine if something is an Unfair Labor Practice, and draft sample Unfair Labor practice language. Participants will also review the role of the Merit System Protection Board (Federal) or Office of Employee Appeals (D.C. government), discuss cases and case law that affect their union role, and determine which forum to use.
- Participants will be able to recall the key functions and roles of the Federal Labor Relations Authority (FLRA) and the Public Employee Relations Board (PERB), as well as the Merit Systems Protection Board (MSPB) and the Office of Employee Appeals (OEA).
- Participants will be able to explain the labor/management relationship in the Federal and D.C. government and the purpose of the FLRA/PERB and MSPB/OEA.
- Participants will be able to apply the knowledge of labor/management relationships to conduct investigations and write grievances.
- Participants will be able to analyze scenarios to determine if an action constitutes an Unfair Labor Practice (ULP).
