The class will examine scope of bargaining, review what is a mandatory, permissive, or prohibited subject of bargaining, and delve into the thorny questions of negotiability. The class will also review the details of filing a negotiability appeal and discuss common hurdles and pitfalls.

• Participants will be able to recall the definitions and distinctions between mandatory, permissive, and prohibited subjects of bargaining.
• Participants will be able to explain the scope of bargaining and the importance of understanding negotiability in union contexts.
• Participants will be able to apply the principles of negotiability to hypothetical bargaining scenarios.
• Participants will be able to analyze common hurdles and pitfalls in filing negotiability appeals.
